About this opportunity

The Department of Veterans Affairs Regional Procurement Office East is issuing a notice of intent to sole-source a Firm Fixed Price contract to Johns Hopkins University for specialized biomarker laboratory services supporting LIMBIC and TRACTs consortium research, with capability submissions due by 10:00 a.m. Eastern Time on August 3, 2026. This is not a request for competitive proposals; the VA has determined that only one responsible source can satisfy agency requirements. Responsible sources may submit capability information demonstrating their ability to perform the work under the attached draft Statement of Work to establish whether alternative sources exist. The contractor will analyze up to 3,000 samples using Olink Explorer and Quanterix Simoa platforms to generate proteomic, mRNA, and fluid biomarker data. The SOW specifies that co-location of both Olink and Quanterix platforms within a single laboratory is essential to maintain standardized protocols and analytical comparability; Johns Hopkins University is identified as the only laboratory equipped with both required platforms. The fixed price must cover all consumables, personnel, assay execution, quality control, data harmonization, and sample logistics. All work is performed at the PRECEDE Laboratory at Johns Hopkins University. Submissions must be emailed to Contracting Officer Renee Kale at renee.kale@va.gov; telephone inquiries and a question-and-answer period are not available. The Government reserves discretion to determine whether to conduct a competitive procurement based on responses received and will not reimburse preparation costs.
