About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 4 has published a Special Notice announcing its intent to award a sole source contract to MaineHealth for specialized research laboratory services. This pre-solicitation notice indicates the VA's plan to negotiate a 12-month base period contract with MaineHealth, a regional nonprofit health care system located in Portland, Maine. The contract will support a research study conducted by the San Francisco VA Healthcare System examining bone marrow fat and skeletal health in type 2 diabetes among Veterans. The notice specifies that this is not a competitive solicitation and serves as advance notification of the intended sole source award. The contract falls under NAICS code 621511 (Medical Laboratories) with a size standard of $41.5 million.

The primary objective of this contract is to obtain advanced laboratory analysis of specialized research analytes from serum and plasma specimens collected during the diabetes and skeletal health study. The required analyses include eight different hormones and analytes such as IGF-1, Testosterone, Estradiol, Sclerostin, Adiponectin, Leptin, pentosidine, and carboxymethyl lysine, plus three biochemical bone turnover markers (CTX, P1NP, TRAcP5b). Interested parties have until September 3, 2025, at 3:00 PM Eastern Time to respond to this notice. MaineHealth was selected as the sole source vendor due to its specialized capabilities, advanced instrumentation available only in dedicated research settings, and leadership by an internationally recognized physician-scientist in endocrinology and skeletal biology. The Contracting Officer retains discretion to consider alternative sources, though no competitive solicitation will be posted on SAM.gov. The specialized nature of these complex assays requires experienced scientists who understand biological variability and assay limitations to ensure scientific rigor and reproducibility suitable for publication and grant submission.
