About this opportunity

The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 17 has issued a Special Notice announcing its intent to award a sole-source firm-fixed price contract to Decipher Corp. for genomic prostate cancer testing services. The contract will have a base period plus four option years and will be administered by the VA North Texas Healthcare System's Pathology & Laboratory Medicine Service in Dallas, Texas. This Special Notice is not a competitive solicitation but rather a notification of the VA's intent to proceed with a sole-source award based on the specialized nature of the required testing services. The procurement is justified under federal regulations 41 U.S.C. 3304(a)(1) and FAR 6.302-1 due to the lack of alternative suppliers capable of providing the required specialized genomic testing. Interested parties have the opportunity to submit capability statements or quotations to demonstrate comparable capabilities within five days of the notice's publication date.

The purpose of this procurement is to obtain sendout reference laboratory testing for genomic prostate cancer analysis, which provides prognostic information to predict five-year metastasis and ten-year cancer-related mortality in localized prostate cancer patients who have undergone surgery. The contractor will provide all related CPT codes, labor, supplies, equipment, insurance, and supervision on an as-needed basis, with an estimated annual test volume of approximately 15 tests. The response deadline for capability statements or quotations is five calendar days from the notice publication date of April 29, 2026. Any responsible source may submit documentation to demonstrate comparable capability; if no affirmative written responses are received within this five-day window, the contract will be awarded to Decipher Corp. without further notice. There are no set-asides or specific eligibility restrictions, meaning any qualified contractor demonstrating comparable capability may submit a response. The contracting office point of contact is Contract Specialist Susan Flores at 210-617-5300, Extension 24379, or Susan.Flores2@va.gov.
