About this opportunity

The Department of Veterans Affairs, Network Contracting Office 23, issued a sole source Notice of Intent on July 17, 2026, for a firm-fixed-price contract to provide microbiological testing services; the response deadline for capability statements is July 22, 2026, at 5:00 p.m. Central Time. Competition is restricted under FAR 12.102(b) because Monument Health Rapid City Hospital is the only vendor in the geographic area with proper certifications, facilities, and availability to perform specialized diagnostic testing within required turnaround times on a consistent, guaranteed basis.

The contract covers microbiological culture, isolation, identification, and susceptibility testing of organisms from biological specimens for the Pathology & Laboratory Medicine Service across VA Black Hills Health Care System, including Fort Meade VA Medical Center, Hot Springs VA Medical Center, and Rapid City VA Clinic. Services include specimen pickup, transport, laboratory testing, consultation, and reporting. The contractor must maintain accreditation by the College of American Pathologists, The Joint Commission, or CLIA; employ pathologists holding unrestricted U.S. medical licenses; and deliver results within 24 to 48 hours depending on test type.

The contract is estimated at $814,489.10 with a performance period of July 24, 2026, through July 23, 2031 (base year plus four option years). Interested vendors may submit capability statements to cameron.rick@va.gov addressing collection methods, shipping timelines, testing guarantees, manufacturer authorizations, small business subcontracting percentages, and confirmation of existing government contract vehicles. The Government will determine whether to conduct the procurement competitively based on demonstrated capability.

  5. State whether any of the requested services/supplies may be ordered against a government contract awarded to your organization (e.g Federal Supply Schedule (FSS), General Services Administration (GSA), etc.).

Vendors that believe they can provide the capabilities required to fully meet the Government's requirement may submit information in writing to cameron.rick@va.gov within the timeframe of this notice.
