About this opportunity

The Department of Veterans Affairs published a Special Notice announcing a sole source award for laboratory testing services for the Gainesville Veterans Affairs Medical Center. The notice intends to award a two month, firm fixed price contract to the incumbent, Quest Diagnostics Incorporated, to provide over 2,000 laboratory tests for veterans in the Gainesville region.

The Special Notice provides interested parties an opportunity to identify their capability to meet the laboratory testing service requirements by submitting responses to the contract specialist by June 15, 2022. While the notice represents a non-competitive award to the incumbent, responses received within five days of issuance will be considered for future competitive solicitations. Eligible contractors may complete an attachment requesting socioeconomic classification, percentage of work history, and a one to two page capability statement for consideration. The attached performance work statement specifies requirements for specimen transportation, interface with the VA information system, turnaround times, quality standards and other terms of service.

The Department of Veterans Affairs intends to award a sole source firm fixed-price requirement for 2 months to Quest Diagnostics Incorporated for Laboratory Testing Services. This is considered a follow-on requirement to what is currently in place. The Gainesville North Florida/South Georgia region requires over 2000 different laboratory test to be conduct for veterans in the area.

The contract action is for services for which the government intends to solicit only one source under the authority of FAR 13.106. Interested persons may identify their interest and capability to respond to the requirement or submittal proposal.

This notice of intent is not a request for competitive quotations; however, all quotations/responses received with in the (5) days of the issuance of this notice will be considered by the government. See attached Performance Work Statement. Respondents can complete Attachment A.

A determination by the government not to compete this proposal contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any quotations/responses should be emailed to contract specialist at EarlCi.Johnson@va.gov by 12:00 p.m. EST on June 15, 2022.
