About this opportunity
The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 6 published this Special Notice on January 15, 2026, announcing its intent to award a sole-source Firm Fixed Price contract to Virginia Commonwealth University Health System Authority (VCU/HLA). The contract pertains to laboratory testing services for heart transplant patients at the Richmond Veterans Affairs Medical Center. Under NAICS code 621511 (Medical Laboratories) with a size standard of $42 Million, this procurement will be conducted without competitive bidding. The justification for the sole-source award is based on VCU/HLA's existing specialized laboratory capabilities and current provision of similar testing services for renal transplant patients at the same facility. The contract is scheduled to be awarded on or about January 23, 2026, for an 8-month performance period.
The primary objective of this sole-source contract is to secure continuation of highly specialized laboratory testing services for heart transplant patients, including specific CPT-coded procedures such as tissue typing and immunology tests. Interested parties have six calendar days from the publication date to submit capability statements to Contracting Specialist Gordon Burns at gordon.burns@va.gov, demonstrating their ability to provide these specialized services. Contractors must indicate their business size classification (large, small, small-disadvantaged, 8(a), etc.) and U.S. or foreign status in their submissions. This notice explicitly states that no competitive solicitation will be issued and no telephone inquiries will be accepted, making email correspondence the sole acceptable method of communication. The government has determined that only VCU/HLA can provide these services without causing unacceptable delays or unnecessary duplication of costs.
