About this opportunity
The Department of Veterans Affairs, Network Contracting Office 16, has published a Special Notice announcing its intent to award a sole-source contract to Cepheid for GeneXpert reagents under Simplified Acquisition Procedures. The VA intends to procure specific medical testing supplies, including the Xpert Xpress SARS-CoV-2 Test Kit and Xpert MRSA NxG reagents, through a firm-fixed-price contract structure. The contract includes a base year with four option years, spanning from October 1, 2025, through September 30, 2030. The sole-source justification is based on the authority that only one responsible source exists that can satisfy the agency's requirements for these specialized medical testing reagents. The procurement falls under the "Reference Laboratory Testing" category and involves analytical laboratory instrument manufacturing.
The primary purpose of this Special Notice is to inform the marketplace of the VA's intention to proceed with a non-competitive procurement while providing an opportunity for other potential vendors to demonstrate their capabilities. Interested parties must submit capabilities statements by August 28, 2025, at 10:00 AM CST to Contracting Officer Veronica Maskell at veronica.maskell@va.gov, referencing solicitation number 36C25625Q1345 in the subject line. Contractors must be registered in the System for Award Management (SAM) and provide clear, unambiguous evidence of their ability to supply the required Cepheid reagents with the specific catalog numbers XPRS-COV2-10 and GXMRSA-NXG-10. The government will evaluate any responses received to determine whether the requirement should be competed rather than awarded as a sole-source contract. This notice explicitly states that it is not a request for competitive proposals or quotes, and no solicitation documents are currently available.
