About this opportunity

The Department of Veterans Affairs (VA) Veterans Health Administration, specifically Veterans Integrated Service Network 23 (VISN 23), has issued a Special Notice of Intent to award a sole source, fixed-price indefinite delivery contract to Veracyte, Inc. for specialized thyroid testing services. The contract covers reference laboratory testing for the Veracyte Afirma Genomic Sequencing Classifier (GSC) and Afirma Xpression Atlas (XA) across nine VA healthcare facilities in the Midwest region, including locations in North Dakota, South Dakota, Nebraska, Minnesota, and Iowa. Market research confirmed Veracyte, Inc. as the only authorized provider for these specific thyroid diagnostic services. The Special Notice is published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) to disseminate information about the proposed contract action. The procurement falls under NAICS code 621511 for Medical Laboratories and service code Q301 for Reference Laboratory Testing.

The primary objective of this Special Notice is to provide an opportunity for potential alternative vendors to demonstrate their capability to meet the VA's thyroid testing requirements. Interested vendors are invited to submit capability statements, proposals, or quotations by 11:00 AM Central Time on April 18, 2025, to contract specialist Logan Gahring at logan.gahring@va.gov. While the VA currently understands Veracyte, Inc. to be the sole vendor capable of providing these services, they are open to reviewing documentation from other vendors that might prove competitive. The submitted documentation will be evaluated solely to determine whether the procurement should be conducted on a competitive basis. Eligibility is open to all responsible sources who believe they can fully meet the government's requirement for thyroid testing services. The final determination of whether to compete the procurement remains entirely at the government's discretion, and this notice does not constitute a formal solicitation for competitive quotes.
