About this opportunity
The Department of Veterans Affairs Veterans Health Administration (VA) is seeking onsite cytotechnologist services for its Pittsburgh Healthcare System's Pathology and Laboratory Department. The Sources Sought notice requires a full-time (1.0 FTE) cytotechnologist to work 80 hours every two weeks during standard business hours. Qualified candidates must be graduates of an accredited program with active ASCP certification, current BLS/ACLS certification, an unrestricted state license, and documented PAP proficiency. The VA is conducting market research to develop its acquisition strategy, with a specific interest in gathering information from potential service providers about their capabilities. Interested contractors must submit a brief statement of interest and capabilities via email to Contracting Specialist Jami Cade by February 7, 2025, at 3:00 PM EST, with the opportunity classified under NAICS code 561320 and PSC code Q301.
While no specific set-aside has been designated, the VA shows a preference for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran-Owned Small Businesses (VOSB), requiring these firms to provide SBA VetCert certification if responding. The draft Statement of Work indicates the need for a single cytotechnologist who can provide comprehensive pathology and laboratory services meeting American Society of Clinical Pathology standards. Contractors must be prepared to provide replacement personnel within two hours if the scheduled cytotechnologist is unavailable and submit any personnel substitutions with 15 days notice. The VA will require the selected contractor to ensure continuous coverage, maintain professional credentials, complete mandatory training, and adhere to facility medical staff bylaws. While no specific contract value is mentioned, the requirement is for a full-time onsite professional service to be performed at the VA Pittsburgh Healthcare System's University Drive location.
