About this opportunity
The Department of Veterans Affairs Veterans Integrated Service Network 21 is conducting market research to determine procurement strategy for Boots on the Ground outreach services supporting the Center for Pacific Islander Veterans Health (CPIVH), with a sources sought response deadline of June 12, 2026.
VA Network Contracting Office 21 seeks vendors to provide outreach, needs assessment, and resource connection services for Pacific Islander Veterans across the continental U.S., Hawaii, and U.S.-Affiliated Pacific Islands. The draft Performance Work Statement indicates the VA intends to award to two contractors. Services include recruiting, training, and supervising community health workers to educate Veterans about Veterans Health Administration programs, conduct healthcare needs assessments, and connect Veterans to appropriate resources.
Contractors must demonstrate extensive experience in health-related outreach for community-based populations in the Pacific region, established expertise within Pacific Island cultures and Veterans' communities with active community health worker networks, and proven experience recruiting and training community health workers. Required deliverables include regional outreach workplans, VHA service promotion materials, three assessment tools for Veterans' healthcare needs, a pilot testing report with finalized tools, three community health worker training curriculum modules, and a functional database system to track assessment results and program outcomes. Performance will be evaluated based on customer satisfaction from CPIVH stakeholders and productivity measured by the number and quality of deliverables completed.
The applicable NAICS code is 624190 (Other Individual and Family Services) with a $16 million small business size standard. Interested contractors must submit capability statements via email to Lydia.anderson@va.gov by 10:00 A.M. PST on June 12th, 2026, including company socioeconomic status, legal name, Unique Entity ID, primary point of contact, and relevant experience.
