Key requirements include delivering all instruction via Microsoft Teams with recorded sessions for internal agency use, providing comprehensive course materials including slides, scripts, practice datasets, and course notes, and accommodating training for multiple participant levels ranging from IT specialists to senior leaders. The Pre-solicitation Notice was posted on February 12, 2026, with a deadline of March 4, 2026, though the notice does not specify separate deadlines for questions or clarifications during the pre-solicitation phase.

The contract carries no set-aside designation and does not identify any current incumbents or existing contractors. The schedule requires Module 1 to run 3-5 days, Module 2 to run 3-5 days with a one-week break following Module 1, Module 3 to run 3-5 days with a one-week break following Module 2, and Module 4 to be delivered in a single day. The Pre-solicitation Notice does not disclose the anticipated contract value or budget range, nor does it provide the full anticipated schedule for training delivery, though these details are expected to be included in the formal solicitation document.
