About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking to procure 7 units of marine hardware items classified under NSN 7H-2040-015234758-VN, specifically PWB LIN SVO V AMPL components with technical data package version 002. The government possesses complete technical data rights with no manufacturing restrictions, indicating this procurement is suitable for full and open competition among qualified vendors. All interested firms must include their CAGE code when submitting solicitation requests, and the government has determined this acquisition will not utilize commercial item procedures under FAR Part 12 based on market research. However, vendors have 15 days from the notice date to demonstrate their capability to satisfy requirements with commercial items. The procurement opportunity was posted on February 6, 2025, with responses due by October 15, 2025.
This acquisition is designated as a 100% small business set-aside under FAR clause 52.219-6, though the specific type of small business set-aside (HUBZone, Service-Disabled Veteran-Owned, Women-Owned, or Historically Black College/University) will be determined in the final solicitation. The government has acknowledged it does not own the data rights needed for contracting repairs from additional sources and has determined it would be uneconomical to purchase such rights. Delivery terms are specified as FOB Origin for the 7 required units. The procurement falls under PSC category 2040 for Marine Hardware and Hull Items, and the government maintains that A/RMCs 1 or 2 are valid acquisition methods for this requirement.
