About this opportunity

The United States Coast Guard (USCG) Aviation Logistics Center is seeking to procure two stressing fixtures for HC144A Aircraft through a sole-source solicitation targeting Airbus DS Military Aircraft, Inc. as the Original Equipment Manufacturer. The Request for Quotation (RFQ) number 70Z03825QE0000016 is specifically requesting factory new parts with clear OEM traceability and a Certificate of Conformance. Vendors must provide comprehensive documentation proving the origin and quality of the parts, with non-OEM suppliers required to submit both their own and the manufacturer's certificates. The solicitation will consider all responsible sources, though it is anticipated that a firm-fixed price purchase order will be awarded to Airbus on a sole-source basis. Quotations are due by January 6, 2025, at 3:30 p.m. Eastern Time, with an anticipated award date of January 14, 2025, and vendors are encouraged to submit their quotes via email to Stacey.M.Riggs@uscg.mil.

The contract is an unrestricted requirement with no specific small business set-aside, though the NAICS code 336413 has a small business size standard of 1,250 employees. The specific item being procured is two stressing fixtures with National Stock Number 4920-01-HS2-3549 and part number 95-92123-0001, which are used for removing and installing nose landing gear on aircraft. The place of performance is within the United States, with delivery expected within 365 days after order receipt. The total procurement appears to be for a single purchase order, with no explicit budget range disclosed in the solicitation documents. The justification for sole-source procurement is based on Airbus owning all technical data rights for these specialized items, making alternative sourcing economically unfeasible. Delivery will be F.O.B. destination to the USCG Aviation Logistics Center in Elizabeth City, North Carolina, with electronic payment processing in accordance with federal acquisition regulations.
