About this opportunity

The Department of the Air Force Materiel Command Air Force Sustainment Center is seeking to procure a SIMPLE Interface add-on package for their existing Battlefield Operations Support System (BOSS) from Tactical Communications Group LLC (TCG), a Curtiss-Wright Company. This is a sole-source procurement specifically for one SIMPLE Interface software license (part number TCG-SMPL) to support the C-130J software integration lab. The contract is being solicited under solicitation number FA857925Q0003, with quotations due by December 18, 2024, at 3:00 PM EST. Market research has determined that TCG is the only known source capable of fulfilling this procurement due to the proprietary design of the SIMPLE Interface and Curtiss-Wright's restrictions on third-party plugin development. The procurement falls under the Custom Computer Programming Services NAICS category and will utilize commercial item terms with standard FAR and DFARS clauses.

The procurement is not set aside for any specific small business category and will be awarded directly to Tactical Communications Group LLC. Delivery of the software license is required within 30 calendar days after award, with deliverables to be sent to 309SWEG.SAM.OrgBox@us.af.mil. The place of performance is located at South Base, GA 31098, with specific delivery to the 402 SWEG MXDSR at Robins AFB. The contract will involve a single software license for tactical data link testing and platform integration solutions, with no alternative sources available except a complete system replacement. While the exact award value is not explicitly stated, the procurement is for a single software license renewal critical to the Air Force's existing BOSS system infrastructure.

Notice text

The Air Force's minimum needs can only be satisfied by the Original Equipment Manufacturer (OEM), Tactical Communications
Group, LLC (TCG), a Curtiss-Wright Company, listed in the market research. From this market research, it is proven that TCG is the
only known sole source that can fulfill this procurement. Due to the nature of this acquisition and the proprietary design of the
SIMPLE Interface for BOSS System, TCG does not have any authorized distributors and is the only source that can
fulfill this award.
The C-130J software integration lab already owns a BOSS system and needs to purchase the additional SIMPLE addon.
The add-on is only available from Curtis-Wright, the owner of the commercial BOSS software. Curtis-Wright does
not allow third party plugin development, thus there are no alternatives for purchasing add-ons. The only possible
alternative would be to replace BOSS with a different vendor's commercial software packages.
