About this opportunity

The Department of the Navy Naval Sea Systems Command is seeking to purchase six (6) Liquid Air Palletized Systems (LAPS) through a sole source procurement from Meggitt Defense Systems Inc. These systems are critical for providing cooling to sensor systems that enable Intelligence, Surveillance, Reconnaissance, and Targeting (ISR&T) capabilities. The procurement will be handled by the Naval Surface Warfare Center, Crane Division, with deliveries to be made FOB Destination in Crane, Indiana. The government intends to negotiate with Meggitt Defense Systems Inc. under FAR 6.302-1, citing that developing an alternative source would result in excessive duplicate costs. All responsible sources may submit a capability statement or proposal, though the government retains sole discretion to proceed with the sole source strategy. Interested contractors must be registered in the System for Award Management (SAM) and can direct questions to Contract Specialist Gary M. Love by telephone at 812-639-3789 or email by May 15, 2024.

The pre-solicitation notice indicates no specific set-aside designation for this procurement. The total quantity is six LAPS units, with the contract being specifically targeted to Meggitt Defense Systems Inc. located in Irvine, California. While no specific award value is disclosed, the procurement is for specialized aerospace equipment classified under NAICS code 336413 for Other Aircraft Parts and Auxiliary Equipment Manufacturing. The contract will utilize PSC code 1660 for Aircraft Air Conditioning, Heating, and Pressurizing Equipment. The opportunity was originally posted on May 8, 2024, with a response deadline of December 3, 2024, providing potential offerors with approximately seven months to prepare their submissions.
