About this opportunity

The FDA's Office of Applied Microbiology and Technology is seeking to procure a Conviron Outdoor Air-Cooled Condensing Unit to support an existing Conviron model GR144 Plant Growth Room through solicitation 75F40125Q129391. This specialized equipment will enable researchers to grow produce and simulate various growing conditions for studying foodborne pathogens, with the ultimate goal of developing, optimizing, and validating new detection methods for outbreak strains in a BSL2 laboratory environment. The acquisition falls under the Analytical Laboratory Instrument Manufacturing sector (NAICS code 334516) and is being conducted as a full and open competition using Simplified Acquisition Procedures. Interested vendors must submit any questions by August 11, 2025, at 1:00 PM Central Time, with complete offers due by August 20, 2025, at the same time. The contract will include not only delivery of the condensing unit but also installation and training services.

This procurement does not utilize any set-aside designations and is open to all qualified businesses, with small business size standards set at 1,000 employees for the applicable NAICS category. The contract establishes specific performance milestones including delivery within 90 calendar days of award, installation completion within 240 days, and final start-up and training within 260 days after contract award. The place of performance is Laurel, Maryland, where the condensing unit will be installed to support the FDA's critical research mission in food safety and pathogen detection. The equipment is essential for the proper operation of the plant growth room, which allows researchers to assess current methods and exposures to harmful foodborne pathogens while developing new detection capabilities that cannot be achieved in commercial or agricultural environments. The solicitation does not specify contract values or identify any incumbent contractors in the available documentation.

Notice text

The purpose of this acquisition is to obtain a Conviron Outdoor Air-Cooled Condensing Unit that is needed to support an existing Conviron model GR144 Plant Growth Room. This equipment supports the mission of the Office of Applied Microbiology and Technology (OAMT) which includes method development, optimization, and validation for fresh produce matrices linked to outbreaks.

The condenser itself is required to properly operate the plant growth room. This allows researchers to grow produce and mimic a  variety of growing conditions, enabling the FDA to assess current methods and exposures to harmful foodborne pathogens. Additionally, acquiring this condenser and locating it in a BSL2 laboratory will enable FDA to develop, optimize, and
validate new detection methods using outbreak strains, something not possible in a commercial or agricultural environment.
