About this opportunity
The Department of State, through the American Embassy in Tunis, Tunisia, is soliciting quotations for the purchase of one 4x4 off-road capable pickup truck with a crew cabin configuration to support the SPEAR program. The solicitation, numbered 19TS8026Q0008, requires the vehicle to meet specific technical specifications including a minimum 200 horsepower engine with at least 450Nm torque, automatic transmission, heavy-duty off-road suspension with minimum 260mm ground clearance, all-terrain tires, full underbody steel skid plates, selectable terrain driving modes, and differential locks. The Government intends to award the contract to the lowest priced technically acceptable offeror who is a responsible contractor, based on initial offers without discussions unless otherwise determined. Award will be made to a responsive and responsible quoter with the lowest acceptable price, though the Government reserves the right to reject unreasonably low or high prices. The quotation due date is May 6, 2026, at 4:00 PM local time, and all prospective offerors must be registered in the System for Award Management (SAM) prior to submission.
This solicitation does not utilize a set-aside designation, though the SF1449 form notes a Women-Owned Small Business (WOSB) set-aside designation. There are no identified incumbent contractors or current contractors mentioned in the documentation. The specific contract value is not disclosed in the pre-solicitation notice or RFQ documents. The procurement requires delivery of the vehicle within 120 days after contract award to the American Embassy Tunis at Les Berges du Lac, 1053 Tunis, Tunisia, with delivery occurring between Monday and Friday from 9:00 AM to 11:30 AM and 2:00 PM to 3:30 PM. The contract will be a firm-fixed-price arrangement, and payment will be made upon successful delivery and acceptance of the vehicle, with Value Added Tax and customs fees not applicable due to the Embassy's tax exemption status. Foreign contractors must complete IRS Form W-14 regarding excise tax withholding requirements.
