About this opportunity
The Department of Agriculture Forest Service seeks to purchase nine new all-terrain vehicles for the Ottawa National Forest, with quotations due August 3, 2026. This is a Total Small Business set-aside; only small business concerns may submit quotations.
Place of performance is Ironwood, Michigan. The vehicles must meet or exceed Yamaha Kodiak 450 EPS 4x4 specifications, including a minimum 419 cc engine with at least 25 horsepower, maximum dry weight of 650 pounds, reverse capability, selectable 2WD/4WD drivetrain, front and rear cargo racks, front-mounted winch, and power steering. Quoted price must include all applicable government discounts, complete setup and installation of accessories, and on-the-ground delivery to E6248 US Highway 2, Ironwood, Michigan 49938; sales tax and vehicle registration are excluded from the quote. Delivery must occur within 90 days after receipt of order; no weekend or federal holiday deliveries are accepted. Prices must remain firm for 90 calendar days from the offer receipt date. The NAICS code is 336999; the small business size standard is 1,000. The contract will be firm-fixed price with a period of performance from August 10, 2026, to February 10, 2027.
Evaluation uses a best value approach weighing technical approach and price. Technical acceptability requires quoted products to meet or exceed all salient characteristics, be clearly identified by brand name and model number, include sufficient documentation demonstrating compliance, and be available for delivery within the 90-day window. Pricing will be evaluated for fairness and reasonableness under FAR 12.204; failure to propose pricing for all line items results in exclusion. Additional evaluation factors include past performance, warranty provisions, maintenance support availability, and delivery terms. Questions must be submitted to steven.pietila@usda.gov by July 29, 2026, at 12:00 PM CDT. The contracting officer is Shad A. Stoddard.
