About this opportunity
NASA Marshall Space Flight Center intends to solicit a sole-source contract for 20 IT software and rackmount system packages including NightStar Tools software, maintenance subscriptions, and iHawk rackmount systems, with a pre-solicitation notice response deadline of September 9, 2026. The procurement is designated sole-source under FAR 12.201-1 Simplified Procedures, directed to Concurrent Real-Time Inc. (Pompano Beach, Florida), the original manufacturer and exclusive authorized distributor of the proprietary hardware and software.
The requirement supports NASA's Integrated Avionics Test Facilities (IATF) labs and Multi-Purpose Crew Vehicle (MPCV) C-AR35 layout development. NightStar Tools will enable real-time troubleshooting and detection of system overruns and interrupt conflicts. The iHawk systems, coupled with RedHawk Linux real-time operating system and RedHawk KVM-RT Config Tool licenses, will test reducing physical hardware needed for United Launch Alliance (ULA) deployments. The procurement includes hardware return-to-factory service and yearly software maintenance under a commercial-off-the-shelf (COTS) subscription model.
Concurrent Real-Time Inc. is identified as the sole distributor because it exclusively provides proprietary hardware, RedHawk Linux software, NightStar Tools, and associated warranties and service agreements required for long-term functionality. Resale dealers or distributors are not authorized by the original manufacturer. Place of performance is NASA Marshall Space Flight Center. The notice solicits input from interested organizations under FAR Part 12 commercial acquisition procedures.
Notice text
NASA/MSFC has a requirement for the procurement of 20 Information Technology (IT) software and rackmount system packages (including the NightStar Tools, part numbers: WU1200-LDVF and WU1221-LDV; NightStar Tools yearly maintenance, part number: SW-YM; iHawk rackmount systems, part number: HR000-1R40N-4AZ10; and iHawk yearly maintenance, part number: HWSW-YM). The renewal is a commercial-off-the-shelf (COTS) subscription which includes the hardware “return-to-factory” service with RedHawk Linux software maintenance. The iHawk systems are needed to build the MPCV (Multi-Purpose Crew Vehicle) C-AR35 layout to match the existing MPCV layouts. The RedHawk KVM-RT Config Tool and licenses will be used to test reducing physical hardware needed for ULA’s (United Launch Alliance) deployments. The NightStar software is needed to real-time troubleshoot and detect system overruns or interrupt conflicts in the Integrated Avionics Test Facilities (IATF) labs.
NASA/MSFC intends to issue a sole source contract to acquire the IT Annual Maintenance and NightStar Tools from the Original Manufacturer (OM), Concurrent Real-Time Inc. 800 NW 33RD ST Pompano Beach, Florida 33064-2046, United States under the authority of Federal Acquisition Regulation (FAR) 12.201-1 Simplified Procedures. The OM, Concurrent Real-Time Inc., exclusively provides the associated warranties and service agreements to ensure long-term functionality for authorized users. The NightStar software is needed to real-time troubleshoot and detect system overruns or interrupt conflicts in the IATF labs. Resale dealers or distributors are not authorized by the OM.
