This is an unrestricted solicitation for commercial items that will be evaluated based on three primary factors: delivery capability within 90 calendar days, technical acceptability of new manufactured commercial items with Original Equipment Manufacturer certificates of conformance, and price, with non-price factors weighted more heavily than cost. All items must demonstrate clear traceability to the OEM, Safran Aerosystems EX Safran Aerotechnics RLM (Cage Code F0422), and offerors must provide certificates of conformance and detailed documentation of their supply chain. The solicitation was posted on October 29, 2025, with quotations due by November 3, 2025. A firm-fixed price purchase order is anticipated to be awarded on a competitive basis to a responsible offeror.
This procurement carries no set-aside designation and is open to all responsible sources, including consideration of small business participation with preferences for HUBZone, veteran-owned, and women-owned small businesses, where the small business size standard is 1,250 employees. The specific award value has not been disclosed in the solicitation notice. Contractors must have expertise in providing exact part numbers with OEM authorization, as the Coast Guard requires that these parts may only be procured by the Aircraft OEM, the part OEM, or authorized distributors. The requirement includes strict packaging and preservation specifications to prevent damage during shipping and storage, along with mandatory compliance with prohibitions on certain telecommunications equipment and reporting requirements for supply chain issues. The place of performance is Elizabeth City, North Carolina 27909, and the contractor must be prepared to deliver all 11 units within the 90-day requirement following contract award.
