About this opportunity
The U.S. Department of State's Embassy in London is seeking to procure a new 8-seater government vehicle for its operations in Edinburgh, Scotland. The Request for Quotation (RFQ) allows vendors to submit a maximum of two offers: one for a factory-built vehicle matching all specified requirements, and another for an acceptably similar in-country vehicle that can be delivered more quickly. Potential bidders must submit their proposals electronically to Procurement_Box7@state.gov by 1700 BST on August 23, 2024, and include a completed SF-18 form, comprehensive vehicle specifications, and firm fixed pricing information. All inquiries regarding the RFQ must be submitted by August 13, 2024, with the Embassy promising to distribute written responses anonymously to registered bidders. Evaluation will focus on finding the lowest-priced, technically acceptable offer from a responsible contractor, with consideration given to vehicle specifications, past performance, and potential for expedited delivery.
The solicitation is designated as a Competitive 8(a) set-aside, which typically provides opportunities for small businesses owned by socially and economically disadvantaged individuals. Registration in the System for Award Management (SAM) is mandatory for all overseas awards exceeding $30,000, with vendors advised that the registration process can take several weeks. The vehicle must meet specific mandatory requirements, including an automatic transmission, hybrid engine, foldable rear seats, GPS, leather seating, and various safety systems. Performance will take place in the United Kingdom, specifically in Edinburgh, with the successful vendor responsible for providing all necessary services, clearances, and delivery arrangements. Payment will be made within 30 days of vehicle receipt and submission of required documentation, with the Embassy making it clear that non-UK vendors must handle all customs and import-related logistics independently.
