About this opportunity
The National Oceanic and Atmospheric Administration (NOAA) has issued a Special Notice announcing its intent to award a sole source contract to Biosonics Inc for the purchase of a Biosonics DT-X Extreme Autonomous echosounder. This procurement is being conducted under Simplified Acquisition Procedures and Commercial procedures as authorized by FAR 13.106-1(b)(1). The equipment will be used by NOAA's Northeast Fisheries Science Center for marine research operations. The notice indicates that no solicitation document exists for this requirement as it is intended as a single source award. NOAA has determined that only Biosonics Inc can provide equipment compatible with their existing Biosonics DT-X transducer and 420 kHz equipment.
The purpose of this acquisition is to support critical marine research studying zooplankton and right whale prey aggregations in southern New England waters, with the equipment scheduled for deployment on an Uncrewed Surface Vehicle called the Drix during an October 2025 research survey. Interested vendors must submit capability statements by August 6, 2025, at 1500 Eastern Time, including their UEI number, technical data, cost information, and evidence demonstrating their ability to meet the requirement. All submissions must be sent via email to specified contracting personnel with attachments under 20 MB total, and vendors are responsible for confirming receipt of their submissions. The procurement has an urgent timeline, requiring equipment setup by mid-September 2025 to support the time-sensitive research mission focused on endangered whale habitat and conservation objectives. If no qualifying responses are received by the deadline, NOAA will proceed with the sole source award to Biosonics Inc without further notice.
