About this opportunity

The U.S. Coast Guard, under the Department of Homeland Security, seeks to purchase FILTER CARTRIDGE parts for HC-27 aircraft through a Request for Quotation due November 9, 2026. The requirement is restricted, with an anticipated sole source firm-fixed-price purchase order to MHD Rockland Inc. (CAGE 4S7J4). The notice uses no set-aside, and the agency will consider quotations from all responsible sources.

The notice covers Line Item 1: two each FILTER CARTRIDGE, NSN 2940-14-570-4009, part number W038139, manufacturer CAGE F0037. All items must trace to the original equipment manufacturer, Air Liquide Advanced Technologies (CAGE F0037), with documentation of OEM status. Per FAR 52.217-6, the Coast Guard may order up to four additional cartridges at the same price by written notice through one year after award. The Justification for Other Than Full and Open Competition, posted the same day, cites "Only One Source Is Available" because the parts are unique to the aircraft and must meet OEM and Coast Guard engineering requirements.

Per the Terms and Conditions file summary, delivery is five to fifteen days after receipt of order, F.O.B. Destination, to the USCG Aviation Logistics Center in Elizabeth City, North Carolina. Items must be new and manufactured, and each delivery requires a Certificate of Conformance under FAR 52.246-15. The file summary states award goes to the lowest-priced, technically acceptable offeror, with a 60-calendar-day offer period. The solicitation is issued under FAR Part 12 commercial item procedures and classified under NAICS 336413 (size standard 1,250 employees) and PSC 2940. Invoices go to the USCG ALC Fiscal Branch and require active SAM registration.
