Notice of Intent:
The U.S. Geological Survey (USGS), Arizona Water Science Center (AWSC) intends to make a non-competitive award to Hydroinnova, Albuquerque, NM. in accordance with FAR 13.106-1 (b) to purchase Custom cosmic ray soil moisture sensor for vehicular mounted stop and go applications, double tube 2000B type with rover control module for data logging. The COSMOS soil moisture probe is intended for use in conjunction with the A-10 absolute-gravity meter operated by the Arizona Water Science Center.
This requirement is a commercial item prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 and FAR Part 13 Simplified Acquisition Procedures as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. All responsible sources may submit a quote, which shall be considered by the agency.
This notice and any resulting solicitation or purchase order conforms to the requirements in place through FAC 2005-96, dated 11-06-2017.
The NAICS code is 334519: Other Measuring Displaying and Controlling Manufacturing and the size standards in number of employees: 500.

This is a sources sought notice and is not a solicitation to request for quote and no purchase order shall be awarded from this synopsis. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract and, it does not obligate the government to pay for any document preparation costs.
The U.S. Geological Survey (USGS), Office of Acquisition and Grants (OAG) is conducting market research to locate potential sources to provide:
Cosmic ray soil moisture probe ¿ 1 each
Minimum Technical Requirements:
A soil moisture probe required to non-invasively measure (without ground contact) soil water content to a radius greater than 30 m, and a depth of tens of centimeters below the land surface. The probe must integrate all water content within the region of sensitivity, and provide the water-content measurement in less than 1 hour. The probe should be mountable on a vehicle roof or inside the vehicle and be insensitive to the presence of metal in the probe vicinity.
