About this opportunity

This notice seeks proposals for five centrifugal pump units identified by National Stock Number 7H-4320-014435610. The Naval Supply Systems Command intends to award a firm-fixed price contract to the responsible source meeting the qualification requirements specified in Federal Acquisition Regulation clause 52.209-1. The solicitation will identify where additional information on qualification requirements can be obtained. Interested parties have until May 10, 2023 to submit capability statements.

There is no set-aside designation for this requirement. As this is a sole source procurement under FAR 6.302-1 for supplies or services requiring unique design capability and engineering skills retained only by approved source(s), only the qualified source(s) retaining technical data rights and manufacturing knowledge essential to maintaining quality can be considered for award. The Government may exercise an option to increase the quantity by up to 365 days after award.

NSN 7H-4320-014435610, TDP VER 005, IAW REF NR 6127264, QTY 5 EA, DELIVERY FOB ORIGIN. The Government intends to add an option quantity to the resultant contract. In reference to the option quantity, the Government may increase the quantity of supplies called for in the Schedule at the unit price specified. The Contracting Officer may exercise the option by written notice to the Contractor within 365 days from date of award. Delivery of the added items shall continue at the same rate as the like items called for under the contract, unless the parties otherwise agree. This part requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique design capability, engineering skills, and manufacturing/repair knowledge by the qualified source(s) require acquisition/repair of the part from the approved source(s). The approved source(s) retain data rights, manufacturing/repair knowledge, or technical data that are not economically available to the Government, and the data or knowledge is essential to maintaining the quality of the part. An alternate source must qualify in accordance with the design control activity's procedures, as approved by the cognizant Government engineering activity. The qualification procedures must be approved by the Government engineering activity having jurisdiction over the part in the intended application.Interested parties may obtain copies of Military and Federal Specifications and Standards, Qualified Products Lists (QPLs), Qualified Product Databases (QPDs), Military Handbooks, and other standardized documents from the DoD Single Stock Point (DODSSP) at Document Automation and Production Service (DAPS) in Philadelphia, PA. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.Award will be made only if the offeror, the product/service, or the manufacturer meets the qualification requirement(s) at time of award, in accordance with FAR clause 52.209-1. The solicitation identifies the office where additional information can be obtained concerning qualification requirements and is cited in each individual solicitation.Based upon market research, the Government is not using the policies contained in FAR Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
