About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking to procure 7 units of a Centrifugal Pump (NSN 7H-4320-013053619-A3) with Technical Data Package (TDP) Version 014. The procurement will be conducted under FAR 6.302-1, which allows for a single-source negotiation due to data ownership challenges. The government has determined it is uneconomical to purchase data rights or reverse engineer the part, leading to this unique procurement approach. All responsible sources are invited to submit their capability statements or proposals within 45 days of the notice's publication (or 30 days if awarded under an existing Basic Ordering Agreement). The government retains sole discretion to determine whether to proceed competitively based on the responses received.
This pre-solicitation notice does not include a specific set-aside designation, indicating the opportunity is open to all qualified vendors. The delivery terms are FOB Origin, suggesting the supplier is responsible for initial transportation. While no specific award value is disclosed, the procurement involves 7 individual pump units. The opportunity was posted on March 26, 2025, with responses due by May 12, 2025. The contract falls under Product Service Code (PSC) 4320 for Power and Hand Pumps, specifically within the Naval Supply Systems Command's procurement portfolio. The government's intent is to evaluate responses primarily to determine the feasibility of a competitive procurement process.
