About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking to procure a pump unit for repair and modification, specifically National Stock Number 7H-4320-015499317, with a quantity of 1 unit to be delivered FOB Origin to Carver Pump Co in Muscatine, IA. This pre-solicitation notice indicates the government intends to negotiate with a single source under FAR 6.302-1 authority, though interested parties may identify their capability to respond to the requirement within 45 days of publication (or 30 days if awarded under an existing Basic Ordering Agreement). The government will consider any proposals received during this period, with the ultimate determination of competitive procurement remaining at their discretion. Market research suggests the acquisition will not utilize FAR Part 12 policies for commercial items, but vendors may propose commercial alternatives within 15 days of the notice. The procurement appears to involve technical documentation (TDP Ver 008) and specialized pump repair/modification services.
The pre-solicitation notice does not specify a specific set-aside designation, indicating the opportunity is open to all qualified sources. No specific award value or budget range is disclosed in the documentation. The government has determined it would be uneconomical to purchase data rights or reverse engineer the part, suggesting a specialized or proprietary component is involved. Interested parties seeking additional technical specifications can obtain documents through the DoD Single Stock Point at the Document Automation and Production Service in Philadelphia, with most documents available via ASSIST-Online or through direct request methods. The procurement is specifically for a single pump unit, with delivery expected to the Carver Pump Company location. Potential vendors can access additional information through online resources or by contacting the DODSSP ASSIST Help Desk for further clarification about the technical requirements and procurement process.
