About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure one unit of an axial piston pump (NSN 7R-4320-015768069-P8, TDP VER 001) for repair or modification services. The agency has determined that the technical data required to competitively acquire or repair this specialized pump component is not physically available, cannot be obtained economically, and adequate specifications cannot be drafted for competitive solicitation. As a result, the Navy intends to solicit and negotiate with only one source under FAR 6.302-1 authority for sole source procurement. Interested parties have the opportunity to identify their interest and capability to respond to this requirement within 45 days of publication, though this notice is not a request for competitive proposals. The delivery terms specify FOB Origin, and interested contractors can obtain relevant military specifications and standards through the DoD Single Stock Point or ASSIST-Online portal.

This procurement does not utilize any set-aside designations and is open to all responsible sources who can demonstrate capability. The contract involves a quantity of one pump unit, though no specific award values or budget ranges are disclosed in the pre-solicitation notice. The response deadline for interested parties to submit capability statements or expressions of interest is October 14, 2025, providing approximately 45 days from the August 27, 2025 posting date. No current incumbent contractors or potential vendors are specifically named in the notice. The procurement falls under PSC category 4320 for Power and Hand Pumps, indicating this is a specialized industrial equipment requirement. The timeline allows for a standard 45-day response period, though this may be reduced to 30 days if the award is issued under an existing Basic Ordering Agreement.
