About this opportunity

The Defense Logistics Agency Land and Maritime is procuring a single Goulds Pump (model 3796 STI 1.5X1.5-8, CD4, 8"IMP, 25HP 3600) as a direct replacement for pump ZZ-19-01567 in pumpwell 5. This is a sole source procurement for a specialized self-priming pump that serves as a "plug and play" replacement, fitting existing infrastructure with minimal modifications. Contractors must submit signed and completed solicitations via email to deborah.beierle@dla.mil and must comply with NIST SP 800-171 cybersecurity requirements unless the item qualifies as Commercial Off The Shelf (COTS). The solicitation requires comprehensive liability insurance including $500,000 general liability, $200,000/$500,000 automobile liability, and minimum $100,000 workmen's compensation coverage. Quotes are due by 2:00 PM on July 31, 2025, with electronic submissions processed through the SAM.gov platform.

This procurement is set aside for total small business participation, specifically targeting small business concerns including service-disabled veteran-owned, women-owned, and HUBZone small businesses. The manufacturer is identified as Goulds Pumps Inc., distributed through Ramon Torres, with Beckwith & Kuffel, Inc. serving as the dealer from Seattle, Washington. The contract specifies delivery by August 13, 2025, or sooner if possible, with the original justification document indicating a preferred delivery date of September 26, 2025. Performance will occur at the Puget Sound Naval Shipyard in Bremerton, Washington 98314, where the pump will be delivered to the receiving officer. The procurement involves a single unit replacement with stringent traceability documentation requirements and compliance with federal acquisition regulations for unique item identification and cybersecurity protocols.
