About this opportunity

The Department of the Navy Naval Supply Systems Command is procuring one rotary pump under NSN 7H-4320-011826586 through a pre-solicitation notice that indicates intent to negotiate with only one source under FAR 6.302-1 authority. The government has determined it does not own the data rights necessary to purchase or contract repair of this part from additional sources, and acquiring such data or reverse engineering the component would be uneconomical. The procurement requires delivery FOB origin, and award will only be made if the offeror, product, service, or manufacturer meets qualification requirements at time of award in accordance with FAR clause 52.209-1. While this is not a request for competitive proposals, the government will consider all proposals received within 45 days of publication (30 days if award is issued under an existing Basic Ordering Agreement). The due date for this opportunity is July 18, 2025, with responses originally posted on December 20, 2023.

This procurement does not utilize any set-aside designations and appears to be a full and open competition despite the government's stated intent to negotiate with a single source. The contract calls for a quantity of one each rotary pump, with technical documentation package version 003 and reference number SF-10193 GR2 specified. No specific award values or budget ranges are disclosed in the pre-solicitation notice, nor are any incumbent contractors or preferred vendors identified. The government has indicated that interested parties can obtain relevant military and federal specifications, qualified products lists, and other standardized documents through the DoD Single Stock Point, though patterns, drawings, and deviation lists are not available through this resource. The timeline extends nearly two years from the original posting date, suggesting this may be a complex procurement requiring extensive preparation or qualification processes.
