About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking to procure 14 rotary pumps under NSN 1H-4320-016903822-X3. The pumps are to be delivered to two DLA distribution centers in New Cumberland, PA and Tracy, CA. The government has indicated that it intends to solicit and negotiate with only one source under FAR 6.302-1 authority, as the rights to use the data needed to purchase or repair this part from additional sources are not owned by the government and cannot be obtained. The government has determined it would be uneconomical to reverse engineer the part. Interested parties have 45 days from the publication date (30 days if award is issued under an existing Basic Ordering Agreement) to submit proposals, quotations, or capability statements, with the due date established as August 22, 2025. Award will only be made if the offeror meets qualification requirements at the time of award per FAR clause 52.209-1.
This procurement is designated as a 100% set-aside for small business concerns under FAR clause 52.219-6, with the specific type of set-aside to be determined in the final solicitation through various potential designations including HUBZone, Service-Disabled Veteran-Owned, Women-Owned, or Historically Black College/University set-asides. No incumbent contractor or potential contractors are specifically named in the notice. The quantity requirement is specified as 14 units of the rotary pump, though no budget range or estimated contract value is provided in the pre-solicitation notice. The government has conducted market research and determined that FAR Part 12 commercial item acquisition procedures will not be used for this procurement. Interested commercial item providers have 15 days from the notice publication to identify their capability to satisfy the requirement with commercial solutions.
