About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure 17 rotary pumps with National Stock Number 7H-4320-014529381, with delivery specified as FOB Origin. The proposed contract action intends to negotiate with a single source under FAR 6.302-1 authority, indicating potential sole-source procurement. Interested vendors may submit proposals, quotations, or capability statements within 45 days of the notice's publication (or 30 days if awarded under an existing Basic Ordering Agreement). The government does not currently own the technical data rights for this part and has determined it would be uneconomical to purchase those rights or reverse engineer the component. Vendors can access relevant military specifications and standards through the DoD Single Stock Point (DODSSP) at Document Automation and Production Service in Philadelphia, with most documents available via ASSIST-Online.

This pre-solicitation notice does not indicate a specific set-aside designation, and no incumbent contractors are mentioned. The procurement is for a relatively small quantity of 17 pump units, with no explicit budget range provided in the documentation. The contract will be processed through the Naval Supply Systems Command's contracting mechanisms, with potential sources required to demonstrate capability to meet the specific technical requirements. While the government is not pursuing this as a commercial item acquisition, interested parties have 15 days to identify potential commercial item solutions. Vendors without internet access can obtain documentation by contacting the DODSSP ASSIST Help Desk via phone or mail at the Philadelphia address provided. The government retains full discretion in determining whether to compete the procurement based on responses received.
