About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking to procure 26 rotary pumps with National Stock Number 7H-4320-013124098, specifically for repair or modification purposes. The contract opportunity is a pre-solicitation notice indicating the government intends to negotiate with a single source under FAR 6.302-1 authority. While the notice is not a formal competitive proposal request, interested parties can submit proposals, quotations, or capability statements within 45 days of publication (or 30 days if awarded under an existing Basic Ordering Agreement). The government has determined it is uneconomical to purchase data rights or reverse engineer the part, which limits potential competing sources. Interested vendors can obtain relevant technical specifications through the DoD Single Stock Point's Document Automation and Production Service in Philadelphia, PA, with multiple access methods including online downloads and direct contact.
The pre-solicitation notice does not indicate a specific set-aside designation, and no incumbent contractors are mentioned. The procurement is for a product within the Power and Hand Pumps (PSC 4320) category, with a specific quantity of 26 units to be delivered FOB Origin. While no precise award value is specified, the procurement is for a specialized military equipment component requiring specific technical documentation. Delivery and performance details suggest this is a targeted, technical procurement with narrow specifications. Vendors interested in responding must demonstrate capability to meet the exact technical requirements within the specified 45-day response window, with the government reserving full discretion to determine competitive procurement approach based on received submissions.
