About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure rotary pumps (NSN 7E-4320-008769691-DQ) with a total quantity of 19 units to be delivered to DLA Distribution facilities in New Cumberland, PA and Tracy, CA. The solicitation involves repair and modification of these specific pump units, with a unique challenge that the government does not own the technical data rights needed to contract repairs from multiple sources. Interested parties have 15 days from the notice date to identify their capability to satisfy the requirement with a commercial item. Award will only be made if the offeror, product/service, or manufacturer meets specific qualification requirements in accordance with FAR clause 52.209-1. The pre-solicitation was posted on February 27, 2025, with responses due by April 14, 2025.

This contract opportunity is designated as a Total Small Business set-aside, targeting small business vendors capable of meeting the technical specifications for the rotary pumps. While specific award values are not disclosed, the procurement involves 19 individual pump units with delivery to two separate DLA Distribution locations. The government has determined it is uneconomical to purchase additional data rights or reverse engineer the parts, which may impact potential contractors' ability to provide alternative solutions. Documents related to the solicitation can be obtained through the DoD Single Stock Point (DODSSP) using ASSIST-Online or by contacting their help desk. Potential vendors can access additional technical information and qualification requirements through the specified documentation channels, with most documents available in Adobe PDF format.
