About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure rotary pumps and related replacement parts, specifically NSN 7H-4320-014529381, with a requirement for 4 units to be delivered to Raytheon Company in Indianapolis, IN. The government intends to solicit and negotiate with a single source under FAR 6.302-1, acknowledging that they do not own the technical data rights for this part and find it uneconomical to purchase those rights or reverse engineer the component. All interested firms are required to include their CAGE code on solicitation requests, and the government will consider proposals received within 45 days of publication (or 30 days if awarded under an existing Basic Ordering Agreement). Potential contractors must demonstrate capability to satisfy the government's requirements, with the agency retaining sole discretion in determining whether to proceed competitively. The procurement is not being conducted under FAR Part 12 policies for commercial items, though interested parties may identify commercial item capabilities within 15 days of the notice.

The opportunity is designated as a Total Small Business set-aside, targeting small business contractors for this specialized pump procurement. The contract may be subject to Free Trade Agreements, potentially involving DFARS clauses related to Buy American Act and trade agreements. While specific award value is not disclosed, the requirement involves acquiring 4 rotary pumps (part number 2887887-3) with a specific technical data package (Version 003). The procurement timeline extends until March 13, 2025, providing an extended window for potential contractors to express interest and prepare submissions. The Naval Supply Systems Command will evaluate responses primarily to determine the feasibility of a competitive procurement, with the ultimate contract award approach remaining flexible based on market research and received proposals.
