About this opportunity

The Department of the Army Materiel Command Contracting Command Detroit Arsenal has issued a Special Notice announcing its intent to sole source a contract for reciprocating pumps with Karcher Futuretech GMBH of Schwaikheim, Germany. The contract covers National Stock Number 4320-12-375-2254, part number 2.641-231.0, and is being pursued under the authority of 10 USC 3204(a)(1) and FAR 6.302-1, which permits other than full and open competition when only one responsible source exists. The Army justifies this sole source approach by stating that awarding to any other source would likely result in substantial duplication of costs not recoverable through competition and unacceptable delays in fulfilling agency requirements. This determination is based on the specialized nature of the equipment and the need for continued development or production of major system components. The notice was posted on September 18, 2025, with a response deadline of October 16, 2025.

The underlying requirement involves a five-year firm fixed price requirements contract for 313 reciprocating pumps to be delivered across five one-year ordering periods, with delivery required within 200 days of each order. The contract falls under NAICS code 333996 for Fluid Power Pump and Motor Manufacturing and requires delivery to DLA Distribution Red River in Texarkana, Texas, with military preservation and packing standards. Contractors must provide certificates of compliance certifying items meet all technical and contract specifications, and the contract includes provisions for engineering change proposals and requests for variance. The solicitation carries Defense Priorities and Allocations System rating and incorporates various federal acquisition regulations addressing environmental compliance, item identification, and telecommunications equipment restrictions. Given the sole source nature, only Karcher Futuretech GMBH is eligible to participate in this procurement, with interested parties having until October 16, 2025, to provide input regarding the government's sole source determination.
