About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure two reciprocating pumps with National Stock Number 7R-4320-015619021-V2, identified as a sole source requirement. This pre-solicitation notice indicates that the government currently lacks sufficient accurate documentation to contract with sources other than the current supplier. The acquisition is subject to Free Trade Agreements and the World Trade Organization Government Procurement Agreement, requiring Government Source Approval prior to award. Potential offerors must submit all required information detailed in the NAVSUP WSS Source Approval Brochure, which can be obtained online at https://www.navsup.navy.mil/navsup/ourteam/navsupwss/business_opps. Proposals that fail to provide complete source approval documentation will be automatically disqualified from consideration. The opportunity was posted on November 15, 2023, with a response deadline of March 31, 2025, and interested parties can direct questions to rebecca.l.jordan28.civ@us.navy.mil.

This procurement opportunity has no specific set-aside designation and falls under the Power and Hand Pumps Product Service Code (PSC 4320). The delivery terms are FOB Origin, and the government will require two total units to be supplied. While specific award value details are not explicitly stated, the sole source nature suggests a potentially targeted procurement process. The requirement includes mandatory compliance with federal acquisition regulations, specifically FAR 52.225-3 and FAR 52.225-5, which govern trade agreement provisions. Potential contractors must carefully review the source approval requirements and ensure complete documentation to be considered for this naval supply contract. The procurement process emphasizes strict compliance with government sourcing protocols and comprehensive documentation submission.
