About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure two centrifugal pumps with National Stock Number 7H-4320-011997925, specifically for repair or modification purposes. The agency has determined that it is uneconomical to purchase data rights or reverse engineer the part, leading to a proposed contract action under FAR 6.302-1 authority, which allows negotiation with a single source. All responsible sources are invited to demonstrate their interest and capability to respond to the requirement within 45 days of the notice's publication (or 30 days if awarded under an existing Basic Ordering Agreement). The government will consider any proposals or capability statements received during this period, though the decision to compete the procurement remains solely at the government's discretion. Notably, the agency will not be using FAR Part 12 policies for commercial item acquisition in this solicitation.

The pre-solicitation notice does not indicate any specific set-aside designations for this procurement, and the delivery will be FOB Origin for the two pump units. No incumbent contractor or specific award value was disclosed in the notice. The procurement falls under Product Service Code 4320 for Power and Hand Pumps, and interested vendors have a 15-day window to identify potential commercial item solutions to the contracting officer. The current timeline shows the opportunity was posted on January 16, 2025, with a response deadline of February 17, 2025. While the government is open to receiving proposals, they have explicitly stated that their market research and current approach suggest a non-competitive procurement pathway for these specific pump repair/modification services.
