The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research Laboratory (CRREL) intends to award a contract on a sole source basis to Sensor & Software Inc upon the basis of the authority provided at FAR 13.106-1(b).


ERDC-CRREL intends to procure a SSI pulseEKKO Control Package system to include borehole antennas and associated components. A bi-static GPR system is needed for tunnel detection and detection of buried munitions in support of range assessment & sustainment on cold regions projects. The GPS Enabled, bi-static GPR must meet the following specifications:


1. The system should allow for data acquisition in mono-static, bi-static, and common mid-point configurations
2. Come with 100MHz bi-static surface antennas
3. Come with 200MHz bi-static surface antennas
4. Support 50MHz borehole antennas
5. Support 100MHz borehole antennas
6. Support 200 MHz borehole antennas
7. Come with an Ultra Reciever that will allow for stacking of up to 1 million traces.
8. Come with EKKO_Project - Suite Software License
9. Come with all necessary cabling to support the use of the above the 100MHz and a200MHz antennas

This Notice of Intent is not a request for competitive quotations. However, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy.

Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
