Update #1 ·
The U.S. Food and Drug Administration (FDA), Office of Acquisitions and Grant Services intends to award a sole source, firm fixed-price contract to the American Journal of Preventive Medicine for publishing a special supplement on FDA's "The Real Cost " Youth tobacco Prevention Campaign in the American Journal of Preventive Medicine. The special supplement examines the FDA's flagship tobacco prevention campaign, "The Real Cost," and disseminate key research finding sand practical information about health prevention campaign development and implementation to inform the fields of tobacco control, public health communication, and prevention science. Given tobacco's role as the leading preventable cause of death and disease in the U.S., this journal is a highly appropriate forum for disseminating information about tobacco prevention campaign development and implementation. Other organizations implementing tobacco education campaigns have published research findings in AJPM suggesting an existing readership base that can greatly benefit from information about FDA's tobacco prevention work
The proposed simplified acquisition action is for supplies and services for which the Government intends to solicit and negotiate with only one source in accordance with FAR 13.106-1(b). Interested parties may identify their interests and capabilities to respond to the requirement prior to the response date of this notice. This notice of intent is not a request for proposals or quotations, or any other solicitation document. A determination by the Government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive requirement. No further solicitation is available.
FDA will consider all responses received prior to the closing date of this notice and will use responses in determining whether it is necessary to use full and open competition for this requirement. Reponses shall be emailed to Julio Espinoza at Julio.Espinoza@fda.hhs.gov no later than 12:00pm EST on August 25, 2017.
