About this opportunity

The Millennium Challenge Corporation intends to award a sole-source contract to Penn Parking Incorporated for qualified transportation fringe benefit parking services at MCC Headquarters in Washington, DC, with a total estimated value of $3.868 million.

The justification cites FAR 6.302-1, only one responsible source, on the basis that Penn Parking operates the parking garage located at Franklin Court beneath MCC Headquarters and is the only facility contracted with the building that maintains sufficient available parking spaces within walking distance and within the prevailing price range for comparable Washington, DC parking facilities. Market research confirmed no other nearby garages could provide the required number of spaces at a comparable price, and no additional sources expressed written interest in the requirement.

The period of performance runs from March 1, 2026, through April 30, 2037, aligned with MCC's current lease agreement. Pricing is structured as $255.00 per spot monthly for 105 spots through option year 3, increasing to $275.00 per spot monthly for option years 4 through 7, and $300.00 per spot monthly for option years 8 through 11. Place of performance is Washington, DC. The contract was awarded on May 28, 2026.
