About this opportunity

The US Department of Housing and Urban Development's Office of the Chief Human Capital Officer, Talent Development and Workforce Planning office has issued a public announcement of their intent to award a sole source contract to LRP Publications for Manager Advantage (CyberFEDS) licenses. This is not a request for quotes but rather a formal notice pursuant to FAR 5.203(a) regarding the government's intention to issue a sole source award. The contract would provide a one-year subscription to LRP Publication's Manager Advantage tool, which TDWP uses to simplify the complexities of Federal civil service law. The contracting officer has determined that LRP Publications is the only reasonably available source for this procurement, as they have developed and copyrighted the Manager Advantage system. The contract falls under the simplified acquisition threshold and is classified under NAICS code 519290 for web search portals and information services.

The primary purpose of this sole source award is to obtain licenses for Manager Advantage, a web-based tool that contains a unique combination of features, tools, and resources for federal civil service law that cannot be found in any other commercially available web-accessible resource. Despite the sole source intent, the government is allowing responsible sources to submit capability statements, proposals, or quotations via email to Michelle.L.Johnson@hud.gov by 10:00 AM EST on July 30, 2025. Any contractor interested in responding must demonstrate their capability to provide the required services at no cost or obligation to the government. The small business size standard is set at 1,000 employees, and eligible contractors must operate within the specified NAICS category. The government will use any information received as market research for potential future similar requirements, though the final determination on whether to proceed with competitive procurement remains solely within the contracting officer's discretion.
