About this opportunity

The Department of Housing and Urban Development (HUD) published this Special Notice on February 24, 2026, announcing its intent to issue a sole source purchase order to Vision Technologies, LLC for maintenance and support services of public address and sound masking systems at the new HUD Headquarters located at the Eisenhower Building in Alexandria, Virginia. This is not a request for proposals or quotations, but rather a formal notification of the government's intent to award a contract to a single identified contractor. The notice was posted pursuant to FAR Overhaul 5.101(a) and does not invite competitive responses from other interested parties. The contracting officer has determined that only one source is reasonably available for this requirement based on the unique circumstances of the acquisition.

The primary purpose of this sole source purchase order is to provide comprehensive maintenance and support services for the existing PA and sound masking systems to ensure safety, operational communications, and speech privacy within the HUD facility. The contract will encompass preventive maintenance, on-site support, firmware updates, emergency services, consumable replacement, and system optimization over a 12-month period of performance. Vision Technologies, LLC is selected as the sole source contractor because it is the original system designer and integrator who maintains exclusive knowledge of the proprietary configurations, programming, and network architecture currently deployed within the facility. The deadline for this notice is March 2, 2026, with the understanding that requests for solicitation copies will not be honored. No competitive bids or quotations will be accepted, as the requirement is limited to the identified contractor to maintain system warranties, compliance with safety and emergency communication standards, and integration with existing building management systems.
