This is market research only under the Patent and Trademark Office Acquisition Guidelines Alternative Competition Method; solicitations will be issued only to contractors deemed most likely to meet requirements.

The scope requires a vendor-neutral engineering evaluation of Diesel Rotary UPS (DRUPS) configurations with flywheel energy storage and generator integration to assess current operational condition, identify reliability or performance issues, evaluate lifecycle costs of continued operation versus replacement, and recommend alternative UPS solutions. The assessment encompasses data collection and documentation review of technical specifications, maintenance logs, and electrical infrastructure diagrams; physical inspection and testing including mechanical condition, electrical components, flywheel and battery performance, harmonic distortion, and thermal imaging; performance and reliability analysis; compliance and safety review under NFPA 70E, IEEE 446, and OSHA requirements; and alternatives evaluation with total cost of ownership calculations for full replacement, phased replacement, and major refurbishment scenarios. Deliverables include a comprehensive engineering report with findings, recommendations, and cost-benefit analysis, plus stakeholder presentation.

Required qualifications include licensed Professional Engineers in electrical engineering with demonstrable experience in rotary UPS systems including Piller DRUPS and mission-critical data center power systems, with no financial conflicts of interest with UPS vendors. Period of performance is 90 days from award. The requirement falls under NAICS 541330 (Engineering Services) and PSC R425 (Support-Professional: Engineering/Technical).
