About this opportunity
The U.S. Patent and Trademark Office is issuing a sources-sought RFI to identify Emergency Management Specialists and Continuity of Operations (COOP) Subject Matter Experts plus one Project Manager to update USPTO's COOP Plan and Program to comply with Federal Continuity Directives released in 2024, with RFI responses due by May 8, 2026 at 1:00 PM ET. This is market research only under the Alternative Competition Method; only contractors deemed qualified will receive the subsequent solicitation. The requirement falls under NAICS 541990 and PSC R499.
Work is performed on-site at USPTO Headquarters in Alexandria, Virginia, with regional offices in Detroit, Dallas, and San Jose; the majority of work is anticipated to be completed remotely with occasional onsite meetings approximately every 2–3 months. The estimated base period runs from July 1, 2026 through July 31, 2027 (13 months). The contractor must staff four Emergency Management Specialists and one Project Manager/supervisor.
All contractor personnel must be cleared at the Public Trust level and capable of handling sensitive information regarding USPTO operations. Personnel requiring site access will be screened by USPTO security. The contract structure is labor hour with pre-negotiated, firm-fixed hourly rates; offerors should assume 2,080 productive hours per FTE per year for pricing purposes.
Key deliverables include a gap analysis, MEF validation and prioritization, full business process analysis, updated COOP plan aligned with 2024 directives, and a Testing, Training, and Exercises program. The contractor must conduct 4–6 tabletop exercises annually (with approximately 1 functional or full-scale exercise every other year) and deliver a single consolidated COOP plan and extensive current-state briefing.
Responses must include SAM UEI, capability statement with supporting documentation, teaming or subcontracting arrangements, and past performance references from civilian customers or Government agencies.
