About this opportunity
The U.S. Patent and Trademark Office (USPTO) is seeking comprehensive Asset Management Program Support Services through a Sources Sought Request for Information (RFI) strictly for market research purposes. The services required include inventory management with 95-98% accuracy maintenance, asset attestation processing using the ServiceNow platform, RFID hardware maintenance and configuration, surplus and excess asset processing, financial reconciliation, and quality assurance verifications across approximately 15,000 users and 100,000 IT assets. Key qualifications include demonstrated experience with ServiceNow platform administration, RFID technology implementation, and IT asset management across distributed locations. The evaluation will utilize the Alternative Competition Method, meaning any subsequent formal solicitation will be limited to qualified contractors identified through this RFI process. Interested contractors must submit responses by April 15, 2026 at 1:00 PM ET to the designated procurement contacts, with questions regarding the RFI due by April 1, 2026 at 1:00 PM ET.
This is a civilian contract opportunity with no set-aside designations, and the incumbent contractor is EVANHOE & ASSOCIATES INC (Contract No. 1333BJ26F00055003). The anticipated contract structure is hybrid pricing covering a five-year base period with four option years, and the current staffing requirement is 9 full-time equivalents, including five key personnel positions (Project/Program Manager, IT Asset Management Specialist, Surplus/Property Disposal Specialist, Service SME/RFID, and Data Analyst) who must be U.S. Citizens. Work will be performed at USPTO-controlled facilities in Alexandria, Virginia and a surplus warehouse in Springfield, Virginia, with mandatory on-site presence from 8:00 AM to 6:00 PM, and RFID hardware (262 readers currently deployed) will be government-furnished equipment. The NAICS classification is 541519 (Other Computer Related Services) and PSC category is R799 (Support-Management: Other), and performance will be evaluated through a Quality Assurance Surveillance Plan (QASP) with defined corrective actions.
