About this opportunity
The Limited / Sole Source Justification Notice is for the procurement of psychological assessment testing and resources, including the Personality Assessment Inventory (PAI) and NEO Personality Inventory-3rd Edition (NEO-PI-3) tests, by the United States Marine Corps Recruit Depot Parris Island (MCRD PI). The justification is based on the proprietary rights and exclusive licensing agreements held by PAR, Inc., the publisher of these assessment tools, which requires the Marine Corps to acquire the tests and full interpretive reports directly from PAR, Inc. The contract was awarded to an unnamed vendor on June 6, 2024, but the estimated contract value is unknown. The tests are required to properly screen Drill Instructor students and Series Commanders prior to conducting recruit training, as only qualified individuals may administer, interpret, or apply psychological testing per industry standards.
Notice text
Procurement is for psychological assessment testing and resources. Marine Corps Recruit Depot Parris Island (MCRD PI) has developed an Assessment and Selection (A&S) program to screen Drill Instructor (DI) students and Series Commanders (SERCOs) prior to conducting recruit training. To properly conduct A&S, a battery of intelligence and personality tests will be administered to each Incoming DI Student, SERCO, or as deemed operationally appropriate for permanent personnel. Per American Psychological Association Ethical Principles of Psychologists and Code of Conduct and nationally recognized standards, only qualified individuals may administer, interpret, or apply psychological testing. PAR, Inc. is the publisher of both psychological assessment tests AND full interpretive reports. Because these psychological tests are protected by copyrights and we require the full interpretive report, only provided by PAR, Inc. Consequently, they must also be the source for our online administration, to generate the report automatically from the individual’s input. PAR, Inc. retains their proprietary rights to this testing format and interpretive reporting and does not authorize third party distribution.
Awarded contract M0026324P0025 to unknown vendor for unknown amount on 2024-06-06.
