About this opportunity

The Department of the Treasury's Office of the Chief Information Officer (OCIO) Enterprise Applications organization is seeking to renew software licenses for PSPDFKit, which provides document viewing, annotation, and editing capabilities for their Enterprise Content Management's Briefing Book and CFIUS Analytics applications. The procurement includes one software license renewal and one Web SDK subscription, along with the GdPicture add-on required for upgrading the Alex Briefing Book application to the Power Apps environment and Mobile Briefing Book application. This will be structured as a sole source award to PSPDFKit (DBA Nutrient) under 10 USC 3204(a)(1), justified by the company's unique SOC 2-compliant security processes and lack of authorized resellers. The acquisition will utilize Simplified Acquisition Procedures under 41 USC 1901 since the supplies are commercial items valued under $7.5 million. The solicitation was posted on August 11, 2025, with responses due by August 25, 2025.

This opportunity is designated as a Total Small Business set-aside, though the justification indicates PSPDFKit (DBA Nutrient) is the sole source provider and current incumbent requiring continuity of services. The contract structure will be firm fixed price with one base year and three option years, representing a multi-year commitment to maintain existing capabilities. While specific dollar amounts are not disclosed, the procurement falls within the simplified acquisition threshold of $7.5 million and involves renewal of existing licenses rather than new implementation. The timing suggests an urgent need to maintain operational continuity for critical Treasury applications, with only 14 days provided for vendor responses to this pre-solicitation notice.

Notice text

The Enterprise Applications (EA) organization within the Department of the Treasury’s Office of the Chief Information Officer (OCIO) has identified a requirement to renew its licenses for PSPDFKit software, which enhances the functionality of Enterprise Content Management’s (ECM) Briefing Book and CFIUS Analytics application, among other platforms. PSPDFKit allows for the seamless integration of comprehensive document viewing, annotation, and editing capabilities into web applications such as Briefing Book and CFIUS Analytics, while providing SOC 2-compliant security processes that are not available in other competing products. This contract will also renew the GdPicture add-on, which is a cross platform solution for PDF document processing that is required for upgrading existing Alex Briefing Book application to the Power Apps environment, Mobile Briefing Book application.

The proposed contract action will be a sole source award using 10 USC 3204(a)(1) to PSPDFKit (DBA Nutrient), for 1 software licence renewal and 1 Web SDK Subsciption. The contract will be Frim Fixed Priced with 1 base year and 3 option years. PSPDFKit does not have any resellers and for that reason this is a sole-source action. Award to the OEM is needed for continuity of services. This acquisition will use 41 USC 1901 Simplified Acquisition Procedures as the supplies being acquired are defined as commercial items and are not greater than $7.5M.  All responsible sources may submit a quotation, bid, or proposal, as appropriate, which will be considered by the agency.
