About this opportunity

The United States Trade and Development Agency seeks a qualified U.S. citizen to fill a Regional Manager position under a Personal Services Contract, with proposals due June 25, 2026 at 1:00 p.m. EST. This is a sole-source PSC with no competitive set-aside.

Place of performance is New Delhi, India. The Regional Manager will serve as USTDA's senior resident representative across South Asia (Afghanistan, Bangladesh, India, the Maldives, Nepal, Pakistan, and Sri Lanka), reporting to the Regional Director for the Indo-Pacific and supervising a locally employed Program Coordinator. Responsibilities include project identification and development, monitoring and evaluation of USTDA activities, interagency coordination with U.S. government agencies, embassy duties, and regional representation with up to 25 percent annual travel.

The position requires a minimum of four years of professional experience in international finance, infrastructure project development, international business, international relations, or related fields; a Master's degree is preferred but a Bachelor's degree is required. Candidates must obtain and maintain a Top Secret security clearance prior to assignment and medical clearance for the duty location. Applicants must submit a complete CV (six-page limit), proof of education, three professional references (not family members), salary history with PII redacted, and two writing samples of 500 to 1,000 words each demonstrating ability to communicate complex ideas to the public. All writing samples must be authored solely by the applicant; co-written articles are not accepted.

The contract runs one year with four optional 12-month extension periods for a potential five-year total. Compensation is GS-14 or GS-15 equivalent ($107,446 to $164,301 base salary annually), with estimated costs of $309,824.75 to $342,950 for the base period and a maximum total contract value of $2 million. Benefits include FICA contributions, health and life insurance, housing allowance, transportation of household goods, foreign transfer allowance, and expatriate allowances consistent with Department of State regulations.

Evaluation uses a 100-point scale: Education (10 points), Work Experience (40 points), Technical Knowledge (30 points), and Skills (20 points). Evaluation occurs in two phases—Phase 1 scores all compliant applications; Phase 2 involves interviews of highest-rated candidates at USTDA's discretion via in-person, video conference, or phone, with selection following Phase 2. Amendment 0003 (effective June 5, 2026) clarifies that the six-page limit applies only to the resume, with no page limit for appendices demonstrating experience and education against evaluation factors. Submissions must be emailed to contractproposals@ustda.gov.
