Site Visit and Request for Information (RFI) - Provo River Restoration Project (PRRP) Office Building Remodel

The goal of this RFI is to request information from industry to assist the Bureau of Reclamation (BOR) and the Utah Reclamation Mitigation and Conservation Commission (Commission) with structuring a potential future solicitation for building repairs/remodel on the PRRP Office Building.

The PRRP Office Building is located at 3976 N River Road, Heber, Utah 84049. The land parcel and building were purchased in November 1998. The age of the building is approximated at 47 years old, based off the July 1998 appraisal that approximated it at 20 years old at that time.

Current known items that need replacement are the roof, exterior siding, insulation, and windows. The age of the roof is unknown but could be up to 20 years old, estimating the year of replacement in 2006. At the time of purchase the exterior walls were wood siding. These exterior walls have been damaged by animals, more specifically birds, causing holes in the exterior siding. There has also been animal damage to the bottom of the siding due to animals burrowing in the area. The windows could be original to the building however that is unknown as well. There is a fly infestation problem on the existing windows, especially in the Fall time. The insulation needs replacement and may have been compromised by animal activity as well.

A site visit will be held at the PRRP Office Building at 10AM MDT on June 5, 2024, to provide vendors an opportunity to inspect the building and ask questions pertaining to the effort. If interested in attending, please email Brandi Clark, Contract Specialist, at brandiclark@usbr.gov by close of business May 31, 2024, with the name of your company, who will be attending, and an email address and phone number for the attendees.

Upon completion of the site visit, BOR requests the following information:

1. A summary of your company's qualifications and experience, including a list of projects that are completed or currently in progress that are similar to the effort described in this RFI.
2. Do you specialize in residential or commercial construction management?
3. Have you worked on a government contract before and are you registered in SAM? Please note, vendors must be registered in SAM to propose/quote on any future solicitation.
4. Are you part of an association or professional organization?
5. Are there specific permits that this project requires?
6. An estimate of how long you anticipate the project to take.
7. An estimate of how long you anticipate cleaning up the project site will take.
8. What is your strategy when bad weather halts the completion of a project?
9. What kind of information would you need from BOR/the Commission in order to propose/quote on this effort?
10. A non-binding rough order of magnitude/estimate of what this project could cost.
11. Any other repairs needed that were noticed during the site visit.
12. Any additional questions vendor has about the project.

Please provide your response to the above questions by 10AM MDT on June 19, 2024, by emailing Brandi Clark at brandiclark@usbr.gov.

Please note that this Request for Information (RFI) is for informational purposes only, and no contract will be awarded as a result. A vendor's response to the RFI, or lack thereof, will have no impact on the evaluation of responses to any subsequent Request for Proposals (RFP) or Request for Quotes (RFQ) Responses will be used solely for information, market research, and planning purposes.
